If you live in Dubai and want to drive legally, the Roads and Transport Authority (RTA) issues your driving licence dxb, and the route you take depends on one question: can your existing licence be exchanged, or do you need to train and test from scratch? Residents holding a licence from an eligible country can usually swap it for a Dubai licence with an eye test and some paperwork. Everyone else registers with an RTA-approved driving institute and works through a learning permit, a knowledge test, a yard test and a road test.
This guide covers both routes, plus renewal, based on the RTA’s own service pages as checked on 30 October 2026. Fees and rules change, so use the numbers below for planning and confirm them in the RTA Dubai app before you pay. Whether you search for a driving “license” or “licence”, it is the same document.
Which Route Applies to You?
Settle this first, because it decides how much time and money you will spend.
Exchanging a foreign licence
If your valid licence was issued by a country on the RTA’s exchange list, you skip lessons and tests. You complete an eye test, submit your details and documents, and pay the fees. Some nationalities and categories carry extra conditions, which are covered in the exchange section below.
Training from scratch
If your licence is not exchangeable, or you have never held one, you apply through an approved driving institute. You receive a digital learning permit, complete the training package you agree with the institute, and pass the official tests before the licence is issued.
Two special cases
If you hold an older licence that cannot be exchanged, the RTA reduces the training you need. A licence issued more than five years ago requires 20 sessions, one issued between two and five years ago requires 30, and one issued less than two years ago requires 40. Separately, the RTA offers a one-time “golden chance” for people with a previous unexchangeable licence: you sit the knowledge and road tests with no training hours. If you fail the road test, you must then take training hours based on your previous experience, without the theory part.
Golden Visa holders also get concessions. They can schedule the theory and road tests on the same day, and if they hold a valid licence from any country, no training courses are required.
Basic Eligibility: Age, Residence and Documents
The requirements differ by vehicle category, but for a standard car the essentials are straightforward.
- Age: you can open a traffic file for a light vehicle at 17 years and 6 months, but the licence itself is issued only after you pass every test and turn 18. A motorcycle learning permit starts at 17. Heavy vehicle and equipment licences require you to be 20, and bus licences require 21.
- Identification: a valid Emirates ID and a valid eye test.
- In person: you must be present when applying at a driving institute.
If your residence visa was issued in another emirate, you need extra proof of a Dubai connection. Accepted options include an Ejari-approved tenancy contract or title deed, the trade licences of both company branches plus an employment letter confirming you work in the Dubai branch, or a document showing you are a student in Dubai. You also cannot hold an open driving file in another emirate.
How to Get a New Driving Licence in Dubai, Step by Step
- Apply online or through an institute. Log in on the RTA website or the RTA Dubai app with your Emirates ID, passport or UAE Pass, verify the one-time password sent to your phone, and select a driving institute.
- Choose how to pay. You can pay the full package, pay an initial 20% of the amount, or pay at the institute.
- Agree your training package. The institute calls you within three working days to settle the package.
- Receive your learning permit. It arrives by SMS and email as a digital document, and training can begin.
- Take the eye test. Do this at a centre accredited by the Dubai Health Authority and authorised by the RTA. The result stays valid for three years.
- Pass the knowledge, yard and road tests. Book each test after finishing the training for that stage. Some institutes only offer a subset of tests, so check what yours covers.
- Pay the issuance fee. After the final test, the RTA sends an SMS prompting you to pay online and choose a delivery method.
- Collect your licence. It appears first as a digital licence in the RTA Dubai app, and you can add it to your Apple or Samsung wallet. A physical card is available from self-service machines or by delivery for AED 20 (standard), AED 35 (same day) or AED 50 (within two hours).
After you pass the road test you also receive a temporary licence by email, valid for seven days.
Converting a Foreign Licence to a Dubai Licence
Exchange is the cheapest and fastest route when you qualify. The RTA keeps two lists. The first covers 20 countries whose licences can be exchanged by residents of any nationality: Austria, Belgium, Britain, Denmark, Finland, France, Germany, Hong Kong, Italy, Japan, the Netherlands, Norway, Poland, Romania, South Africa, Spain, Sweden, Switzerland, Turkey and the United States. Hong Kong and Japan licences need a legalised translation, and Turkish licences need a data certificate from the consulate or embassy.
A longer second list covers countries whose licences are exchangeable by their own nationals only, often limited to light vehicles and motorcycles, and sometimes requiring you to surrender the original. Because the conditions vary country by country, check the RTA’s table for your specific licence before you book anything.
For a standard exchange, the RTA lists a total of AED 1,050: a traffic file (AED 200), the licence (AED 600), the driving handbook (AED 50), the eye test (up to AED 180) and a knowledge and innovation fee (AED 20). You must hold a valid Emirates ID and your original licence, and you may be asked to hand the original over at a Customer Happiness Centre.
One point catches many newcomers: residents cannot rely on a foreign licence indefinitely. The RTA states, for example, that a US national on an investment visa must exchange to drive in Dubai. Visitors on a short-term visa who hold a licence from a GCC or exception country may drive light vehicles and motorcycles, but that concession ends once you are a resident.
What Does a Dubai Driving Licence Cost?
The government fees below come from the RTA’s new-licence page for a light vehicle and a driver aged 21 or over. They do not include the training package or test-attempt charges, which depend on your institute.
| Item | Fee (AED) |
| Traffic file | 200 |
| Learning permit (light vehicle) | 100 |
| Driving handbook | 50 |
| Eye test | 140–180 |
| Knowledge and innovation fee | 20 |
| Licence issuance (21 or older) | 300 |
| Licence issuance (under 21) | 100 |
Add those up and the fixed government items come to roughly AED 810–850 for an adult. Third-party guides commonly estimate AED 4,500–7,500 all-in for a first-time pass once lessons and tests are included, and more if you need retakes. Treat that as an unverified range, and ask your institute for a written breakdown.
Renewing Your Dubai Driving Licence
Renewal is a fast, mostly digital process. You need a valid Emirates ID and a valid eye test, and you must clear any fines first.
Timing. Drivers aged 21 or over can renew up to six months before expiry, while younger drivers can renew three months before. The delay fine is AED 10 per month from the expiry date, capped at AED 500.
How. Take the eye test, then renew through the RTA website, the RTA Dubai app, the Dubai Now app or a self-service machine. The licence is delivered digitally, with a physical copy by kiosk or delivery if you want one.
Validity. The RTA states that a renewed licence lasts five years for residents aged 21 or over and ten years for UAE or GCC citizens of that age. Drivers under 21 get one year.
Fees. For a licence that is valid or expired less than ten years ago, expect AED 300 for the licence (AED 100 under 21), AED 20 for the knowledge and innovation fee, and AED 140–180 for the eye test.
If your licence expired more than ten years ago, you must pass an evaluation test, and the fee list expands to include a training file, a learning application and the handbook. The RTA also offers an optional mobile eye-test truck, charging AED 500 for the eye test alone or AED 1,000 for the test plus renewal and delivery.
Two limits are worth knowing. You cannot renew while on a visit visa, and a licence issued in another emirate cannot be renewed in Dubai. Professional drivers also need a medical fitness test at an RTA-accredited hospital.
Common Mistakes to Avoid
- Letting your training file lapse: If you take no official test within six months of your last scheduled appointment, the file is suspended. You can reactivate it for up to four years, provided your knowledge test result is under two years old and your yard test result is under one year old. After four years you start again.
- Forgetting to finish the transaction: The licence will not be issued if a year or more passes after you pass the road test without completing the process.
- Assuming any institute offers every test: The RTA’s list shows that some institutes handle only certain vehicle types or tests, so confirm before you register.
- Skipping the eye test centre check: Only accredited centres count. Vision requirements vary by category, with stricter standards for heavy vehicles and buses.
- Ignoring unpaid fines: Outstanding fines block renewal.
Frequently Asked Questions
Can I get a Dubai driving licence on a visit visa?
No. Applications require a valid Emirates ID, which means you need a residence visa. Visitors from GCC or exception countries can drive light vehicles on their home licence for the duration of a short-term visa.
How long is a new licence valid?
The RTA lists one year for drivers under 21 and two years for those aged 21 or over on a new licence. After that you renew for the longer terms described above.
Can I switch from an automatic to a manual licence?
Yes, and no lessons are required. You only need to pass the road test. Changing a learning permit from manual to automatic, or the reverse, costs AED 220.
What happens if I reach 24 black points?
Dubai Police can cancel or suspend the licence. You then request a no-objection letter from the police so the RTA can open a new training file for a rehabilitation test.
Is the eye test the same price everywhere?
No. It ranges from AED 140 to AED 180 depending on the centre.
Final Thoughts
Getting a Dubai driving licence is manageable once you identify your route. Check the exchange list first, because a direct exchange saves weeks of training and thousands of dirhams. If you must train, compare institutes on package price, test availability and location, and keep every test date on schedule so your file stays active.
Before you start, open the RTA Dubai app, confirm the current fees for your category, and book your eye test. While you wait for your licence, our Dubai transport guides can help you get around by bus and metro.
